ICloud Photos
Now I've a lot of photos on my iCloud account , all i need is to sync the uploaded photos in my account to my phone without restoring from backup .. All i Need is to download photos on my phone directly . How i could do that ??

If your Photos is in iCloud Photo, then just enable iCloud Photo on your iPhone, also make sure you are connected to a good WiFi connection and that your phone is connected to a charger. Your photos will then begin to be downloaded to your iPhone.
You can enable iCloud Photo here:
Settings -> Apple ID (Your name) -> iCloud -> Photos
If you want an overview of your photos in iCloud, then you can also see them if you go to https://icloud.com and sign in with your Apple ID.
