IPhone 8 flashlight

Is there a way to move the flashlight app up? I have to swipe up twice to get to it and then press it for it to work.

You can arrange those apps in Control Centre so that the Torch app is at the topmost.

Settings > Control Centre > do it here by dragging on the left, up and down
