Why is my account disabled, my wife has the family plan and had me on it and it won’t let me use it. We removed me from the family and then tried to add me back and it won’t let us. But hers works fine.

If your Apple ID is disabled in the iTunes and App Store you need to contact Apple on the phones or on chat support to find out what's going on. Being part of a Family Sharing group (or not) won't change if your Apple ID is disabled in these two places.
