i can't find a folder in notes and when i search for it. it says it doesn't exist. And I really need it like right now.

Check the Recently Deleted folder in the Notes app.
I would try to remove you Apple ID then try to re-connect it. If it’s on your Mac it’s on the cloud as well which make me think your iPad do not communicate with the cloud correctly. Have you check on iCloud.com to see if your stuff is still there.
last resort would be to airdrop the file you need from your Mac to your iPad.
In settings select your ID at the top of the list. Go to iCloud then turn off iCloud Drive which is at the middle of the list.
Re-activate your iCloud.
OR Airdrop the notes from your iPhone to your iPad.
Then try the same steps of turning off and on but now instead of iCloud Drive do it for Notes.
If you are sure that all your stuff is available in the cloud, you go ahead and remove what’s on your iPad. When you will reactivate the connection things should be downloaded back.
Depend if you have the time to go through the reset and setup of your Apple ID on your iPad. If not, and need to work right now, try to airdrop.
