You need to be signed into your Apple ID. your computer needs to be authorized to your Apple ID, and you need an active subscription to Apple Music or iTunes Match. Assuming those prerequisites are in place see Turn on Sync Library (AKA iCloud Music Library) with Apple Music - Apple Support. The steps are the same for either service.
