I keep seeing "Before you can sign in on the web, first sign in to the Apple Music app on your iPhone or iPad. On a computer, sign in to Apple Music or iTunes"
Im already signed in and what not but it keeps giving me this

See if signing out and back in helps. On iPhone go to Settings > [Your Name] > Media and Purchases. On Mac, Music menu > Account Settings.
