f keys on my MacBook pro do not work

I got a refurbished 2017 MacBook pro with Touch Bar. I hold the fn key, the function keys appear but only f11 shows the desktop. The others only beep

How do I get the others to work?

MacBook Pro 13″, macOS 10.14

Apple menu -> System Preferences -> keyboard -> Shortcuts lets you map them.
