I can't move locked notes from my iCloud to my iPhone

You set up your passcode before you set up Touch ID. It should unlock your note.

You would have created a Notes password before enabling Touch ID as an alternative. Using Touch ID does not remove the password. Use can use either on a device with Touch ID, but only the password on icloud.

Ability to move locked note from the device to iCloud using Touch ID only and missing ability to return that note back the same way with Touch ID looks like a logical gap though.

Working as designed I'm afraid. Not a gap, but a security feature. iCloud does not have Touch ID.

Touch ID was never meant to be your only security device for locked Notes. It is a convenience feature. Did you not create a password hint when you created the Notes password?
