My apple ID section in the setting of my iPhone is totally disabled. I cannot open it.

It has been long time that the Apple ID section and My accounts has been disabled in my iPhone.

Also, when I reset my iCloud passwords in the Desktop, I cannot use it in the iCloud in my iPhone to sign in to my apple ID. it says, failure.

I would be grateful if you help me with this problem. Please have a look at the attached screenshot, which shows that I cannot open my apple ID to sign in.
