How can I find out why my iCloud storage charge of $2.99 is being charged multiple times per month?
The support article "If you see 'apple.com/bill' on your billing statement" explains how you can check your purchase history, cancel subscriptions, request refunds, and track possible sources of unrecognized Apple charges you may see on a bill. These may be purchases by family members if you are an organizer of a Family Sharing group, or possibly a second Apple ID you use. Other possibilities to consider (not all may apply in your situation):
- Small amounts of ~$1 may be an authorization hold that will be refunded (pending charge ➞ https://support.apple.com/HT201292 ).
- Purchases can be made with your ID if your Apple ID is compromised (what to do ➞ https://support.apple.com/HT204145 ) or somebody else has access to your device (require purchase password ➞ https://support.apple.com/HT204030 ).
- If you only see a charge in emails that are not official Apple receipts, it is likely phishing attempts ( https://support.apple.com/HT204759 ).
- If you are absolutely certain neither you, nor Apple, nor a Family Sharing member can account for a charge and it ONLY appears on a bill for a charge card you alone control, you may have been the victim of card fraud. Contact your financial institution.

How can I see which of my family members are being charged the extra $2.99? And why is my apple payment methods showing an alert but not allowing me to change anything? I need help with this situation.
What does it say on your receipts you receive from Apple? It should tell you which Apple ID is responsible for a charge.
What alert are you seeing exactly?
I presume are the organizer of a family sharing group?
I already posted pretty thorough instructions about that. If you are absolutely 101% positive these are not charges you or any family member made then contact your bank about card fraud. If, however, they are indeed credible charges such as a family member using your Apple ID to make purchases, or using their ID as part of Family Sharing, then you do not want your bank to stop payment on these items because then Apple will put a hold on your account until you sort it out with Apple. Hence the directions in what I posted earlier to contact Apple first. It is all in what I wrote earlier.
Remember, almost nobody posting here works for Apple and even the few who do cannot resolve this for you, you have to do it yourself.

Actually, I just saw the these accounts on the email. I didn't see that, only the the charges on my credit card. How to I clear my credit card and reverse the disputed charge?
