apple card installments

could i purchase the iphone 11 and pay it with installments but with out a sim card plan like tmobile or verizon. by paying the installments could i pay it with a master card monthly rather than apple card because the apple card and apple pay doesnt work in my country. or how would i be able to do payments from my region Belize?.
