WiFi assist isn’t working automatically

I have a mobile hotspot on my vehicle’s radio that requires me to connect to it for wireless CarPlay. When I power on the vehicle my iPhone automatically connects to the radios hotspot and my iPhone shows the wifi signal strength icons in the top right corner. The hotspot does not provide data beyond CarPlay communication so the phone needs wifi assist so it can use cellular data to continue to use the internet but the issue is that even though the wifi assist is on, I have to manually spend about 2 minutes trying to refresh Facebook or chrome or YouTube before I am provided a prompt asking if I want to use cellular data. It’s not automatically switching and it takes a long time of manually trying to force it, otherwise I could be driving for a full hour trying to use maps and Spotify with no data.

Is there something I can do to make this automatically switch and not be prompted and also not have to sit there and force my phone to enter that mode?
