Cannot make calls

When I make a call, nothing happens. The phone does not ring. No error message. Non-responsive. What can I do? I have updated my phone.

Phone will not receive or make calls. It just keeps failing calls. Phone keeps failing calls. It will not allow calls to come in or go out. iPhone 13 mini.
