Cannot receive or make calls. When I try to make a call it quickly says call failed. Have tried the things suggested- turn phone off and then back on, etc I can receive mail and text.

When I make a call, it quickly says call failed. Am not receiving calls either. Have tried what you have suggested in support.apple.com. My phone is an iPhone 11 plus
