CONTACTS WILL NOT SYNC to iCloud

Between 27" iMac OS 10.13.6 and iPhone 12pro OS 14.4.2 Tried turning off iCloud on iPhone, and many other things with no effect. Calendar sync IS working. Are there any known issues with High Sierra OS and my new iPhone 12pro????

Contacts will sync only to the primary account to which it belongs.

Contacts are neither stored locally on an iPhone nor in SIM. They are synced to an email account that you had Google, iCloud, AOL, Exchange, Outlook, Yahoo or any Other

So, iCloud does not back up my iPhone completely including contacts?

Anything that is synchronizing from iCloud (or other cloud service) is not part of your backup. Your backup only contains what is stored locally on your phone, plus your settings, passwords, your iPhone screen layout and which apps to re-load from the backup, and email account information.

Contacts (iCloud or otherwise) are associated with an email account, and thus live in the cloud and only sync to your iPhone. The same would apply to photos, text messages, etc. if you've enabled those to sync with iCloud.
