Hello Ddolenz,
From the information you provided appears that you're unable to make changes the Background App Refresh settings on your iPad. You've come to a great place for help, and it looks as though you may have Content & Privacy Restrictions enabled preventing you from adjusting those settings.
To disable this feature you can go in to Settings > Screen Time > Content & Privacy Restriction, scroll down the list and tap on Background App Activities. If you want to disable all Content & Privacy Restrictions you can do so by tapping the toggle next that setting.
