How do I disable the feature for silence unknown callers??

Go to settings, phone, and turn off silence unknown callers.

This would be a great answer if it worked. I have done this and then checked and checked and checked over a period of months. Since I use my phone for business, most of the important calls are from unknown numbers. I have never ever wanted not to receive calls from unknown callers and consider this one of the worst ideas Apple has ever had. Because I still get notifications all the time that an unknown caller has been silenced even though I've turned this 'feature' off. AND, one of these unknown callers calls once or twice a week. I really want to see this feature gone.
