How can I update a used Iphone I purchased. It wont let me activate until updated. I have tried connecting it the PC and logging into itunes, but I have to be signed in with my Apple id to access.???

I bought a used iphone that was factory reset. will let me enter the wifi info but after that says unable to activate an udpate is required to activate your iphone
