Will it be possible to add expansion memory to 2021 M1 iMacs?

Or will purchasers be limited to unified memory configured at time of purchase?

It's configurable to 16GB, but not upgradable after purchase.

Only the recent Intel Minis had RAM you could later upgrade but apparently this too is no longer possible with the M1 line.
