Does the new thunderbolt USB-4 allow us to work directly on media files, stored on a fast external SSD?
Like, a Macbook. Or do we still need to import images and videos to the internal storage?

That depends on the Apps you may be using.
While you can certainly connect an external drive, and access its files through the Files App, wether you can do so to from a specific App or are required to move the file into there app you are working with comes down to the App itself.
If the Apps you are interested in allow access to the Files App to browse the external drive, then you should be able to use the file directly from the external drive. Otherwise, you will need to move it into the App to work on it.
As powerful as it is, the new iPad Pros are still tablets by nature, and not full fledged computers.

I always thought the reason was hardware or an IOS constraints. Not the application developers.
I hope the new thunderbolt will push more developers to support external SDDs for media editing.
It used to be due to hardware constraints and iOS constraints yes. However, Since Apple allowed access to external devices via the Files app, it is now a matter for the developers to allow access to the Files App interface to access the files directly, rather than have to copy them into the App.
