Network pw shows in Keychain Access - but no workee for other people
Others can see and select the network but the password from Keychain Access
comes back incorrect.
How can this be?

I don't see what Keychain Access has to do with this -- sometimes rightly or wrongly there are multiple entries for routers (networks) and their passwords in Keychain Access. That is a separate issue that can be fixed.
Simply have the users input the correct password. Does that work for you and not for them, or does it work for some users and not others? Is this your network or someone else's network? Is the network using MAC filtering, which could mean some users are allowed in and others are not, even when entering the same correct password?
If you have access to the router you can reset it and set up a new password for the network for everyone to use.
