final cut pro x won't open projects or previous libraries

I went on final cut pro after a couple months and all of a sudden all of my libraries and projects were gone and I just had an empty interface. I can't open any projects or make any libraries or anything. I thought maybe I had to update to the macOS big sur, so I did. I also updated final cut pro. I tried deleting the preferences with the command option thing. This worked to restore imovie, but not for final cut. It STILL shows up with this screen. Any tips on how to fix it?

That’s the default library created or opened when preferences are reset. If you use Cmd-O and can’t open any existing libraries, make sure the the application has Full Disk Access in Privacy System Preferences.

Projects are inside libraries. You have a library open. Select the event and press Cmd-N. That creates a new project. You need to import media into the library to edit.
