Iphone 12 set up without SIM card?

I bought a brand new iPhone 12 128GB yesterday. I've been an iPhone user since the iPhone 4 and each time I buy a new iPhone I've had to put in a sim card to begin the installation process. The iPhone simply could not be set up without a sim installed.

In setting up, this iPhone 12 however I did not get a prompt to install a sim and could do so without one. I signed into my Apple account and set up the device as a new one.

I'm just wondering if this is the norm for the iPhone 12 or does this mean it has been used before/ I've gotten a refurbished unit?

You need either of the three. Read below, please.

"You need to connect to a Wi-Fi network, a cellular network, or iTunes to activate and continue setting up your device." --> Set up your iPhone, iPad, or iPod touch - Apple Support
