iCloud Drive filling up MacBook Pro

One simple question. Why am I paying 7.99 p/m for iCloud Drive when anything I put on there fills up my MacBook Pros hard drive. It's just a waste of money as how could one hope to make use of the 2tb space if it has to reside on a 1tb machine in the first place. Seems completely pointless but perhaps, and I hope, I am missing something?

Please help me out.

Thanks

Have you turned on Apple menu > System Preferences > Apple ID > iCloud > Optimize Mac Storage?

See the following from Add your Desktop and Documents files to iCloud Drive - Apple Support

If you need more space on your device, iCloud Drive can help. On your Mac, choose Apple menu  > System Preferences. Click Apple ID, then click iCloud. On macOS Mojave or earlier, choose Apple menu  > System Preferences, then click iCloud. Turn on Optimize Mac Storage. Then your Mac keeps all of your recent files on your computer, but keeps your older ones only in iCloud, ready for you to download when you need them again.

I have the exact opposite question. I can't find my Documents OR my Photos on my local disk, everything is on iCloud. And since I have over a TB of local free storage that I back up to, and another service paid for by the company to backup and sync all of my photos and work docs, I refuse to pay to upgrade my iCloud storage. What do I do?
