We have several Ipads that we use for business, I am wanting to only allow employees to use certain apps and block all other apps on the ipad. How can I do this? Do I need more than one icloud account?

You need Apple Business Manager and a Mobile Device Management platform. ABM is free, and MDM prices range from free (these are usually a lot of work or lacking features) to $10+/month/device (these are usually much easier, and have all the features). SimpleMDM, Meraki, Jamf Now, Jamf Pro, Mosyle Business, FleetSmith, and more are available.
