I just quote what Apple writes, but sometimes I think their technical writing department needs some training; one could interpret that two ways. However, AppleCard is actually issued by a US bank and those tend to only issue to residents of the USA. I guess if you don't pay them they want to be able to chase you down for legal proceedings. :-) So with how I interpret it I personally would have phrased the section, "Be a U.S. citizen or a lawful U.S. resident. You must also have a valid, physical U.S. address that is not a P.O. Box."
