From exprience, it does not. Screen time is run onboard the device so the VPN will not change the way it is recorded. However, if you were checking the screen time on a different device, the VPN could have blocked the data from reaching the server. Even if that happens, the device will still lock down once time limits are reached regardless of server connectivity.

Screen time for example measures my time on this site but when the traffic is redirected through VPN servers who knows how the phone records it.
