I’m looking to purchase an iPad for note taking and watching YouTube and movies would you suggest the iPad gen 8 or the iPad Air 4th gen?

Both models are quite capable of performing the tasks that you list. iPad8 is the entry-level iPad, while the iPad Air4 is the mid-range model with more advanced hardware features.
