I recently took a new job position and the contacts for the position are stored on a excel file. I would really like to not enter them in one by one, but will if necessary. Please advise me how to transport my excel file to my icloud contacts from a windows platform. thank you

Import a contact on iCloud.com
It would need to be exported from Excel as a vCard, which does not look to be possible.
In that case, you would need to copy/paste the information.
