I have moved from the US to Europe and would like to change my country on my apple ID. In order to do so, I am not allowed to have any active subscriptions. Fair enough. I let all my subscriptions expire but my biggest concern is Apple Music. Once it expires and I changed stores, will my music still be there or do I have to start a completely new library from scratch?

I am afraid you will have to start from scratch, especially since you are changing countries. What music that is available depends on your country/region.
