Why Apple id balance cannot be used for iCloud plan?

I have Apple ID balance, but I tried to upgrade iCloud plan, its payment only picked up my PayPal, the other choices are Apple Cash balance or Apple Card balance, or use a different credit card. It seems that before Apple allowed you to use iTune card or Apple ID balance. What should I do now to make iCloud monthly payment use my Apple ID balance?
