Turn off "Ignore Limit" option

I found a discussion about this but it was a few years old. I would like to have my kids ipads restricted with parental controls and have done that, but you can just click "Ignore Limit" and do whatever you want. I do have a screen time passcode set up. So I guess there still is a bug that allows kids to just click ignore limit and go to whatever website they'd like? I did try setting things up to restrict websites but this made the websites unusable (for example, there's a piano lesson website I'd like my kids to use, but then the tracks it wouldn't play, and the youtube video wouldn't play, so I just have to turn off all restrictions in order to make the website usable). Thanks.
