Post Catalina update

So I updated my MacBook Air (circa 2015) to Catalina. After updating, the device rebooted, got past the Apple login and I logged in. But after the login, it just loads to 99% and never finishes updating.

ive done all of memory scrubs and reboots mentioned. Can’t scrub the device since my wife ghosted her old MacBook on my device.

Am I at the point I need to go to the Apple store?

I suspect that your update got corrupted during the download. That happens with Wi-Fi as it's slower and not good for these very large files. I would do another download and see what happens. Start it up and try from the Safe Mode. (Hold down the Shift key at startup.) Be patient, this can take up to 10 minutes to load.
