You need Wi-Fi for an iCloud backup, which can get really huge and use lots of data (and capacity on the carrier’s network). You can sync to iCloud over cellular data, however. iCloud Syncing is completely independent of iCloud Backups, even though the both have “iCloud” in their names.

It does have to be connected to wi-fi to backup to iCloud. See: How to back up your iPhone, iPad, and iPod touch - Apple Support
