Can I restore frome a macos extended jounaled to apfs since i have the hard drive of my broken 2012 MacBook Pro that was in extended jounaled format so can I erase my new mac then restore it onto my apfs format ssd.

If the Hard Drive from your MacBook Pro contains macOS and User Accounts, just move that data using Migration Assistant: Move your content to a new Mac - Apple Support. You need to have macOS installed ready to go with Setup Assistant for this to work.

As long as you use Setup Assistant with Migration Assistant. Don't use Disk Utility or anything else. Move your content to a new Mac - Apple Support
