On Windows 10 PC, iTunes does not convert the songs per the Preferences when importing the entire folder as described on Apple web site. Any suggestions?

I suspect you have misinterpreted whatever you have read. When importing a folder of media the current format is added to the library unless there are .wma folders when importing in Windows. iTunes for Windows will attempt to convert .wma files to the current import format. If you want to convert existing files to an alternate format see Convert music file formats in iTunes on PC - Apple Support. This creates copies in the new format leaving the originals in place.
