Why do I not have the MMS option in my settings
Why do I not have the option to turn on my MMS messaging in my settings I cannot send pictures through text

The setting should be in Settings/Messages. If you don’t have a switch to turn on MMS then your account is not configured by your carrier to use MMS.
You need to contact your carrier and ask them to “provision" MMS on your account.
