I want to send pictures through imessages but it says enable MMS messaging. I could not find that in the settings. How to resolve this?

Is IT&E carrier supported on Apple iPhone? I am having the same problem with sending a photo via message. I get the enable mms messaging but there is no MMS enable radio button in Systems > Messages. Spouse can send photo via messages with no problem. She has same carrier.
i went to this location settings> messages> SMS/MMS, but i could not find any option "MMS Messaging" in that location to enable it.
So, my carrier is Lycamobile. I have to contact them to provide me this service?
