FaceTime without a SIM card

I want to give my old iPhone to my kid but I don’t have a SIM card for it. I can send iMessages but whenever I try to FaceTime it disconnects when the person I call picks up. I have already gone to settings and enabled FaceTime so I am unsure of what to do. How can I get FaceTime to work without the SIM card?
