operating system wont update on macbook pro 9,2. stuck at ios 10.9.5... no option to upgrade in software update.

You need to download the update from the Mac App Store.
Go to https://apps.apple.com/us/app/macos-catalina/id1466841314?mt=12 and download the update.
After it downloads, open it. It should be in the Launchpad or in the Applications folder.
Make sure you are connected to the Internet. Your Mac has an Ethernet port. So you can plug in a Ethernet cable for a more stable internet connection.
