stop wifi on Big Sur connecting to personal hotspot

my home internet drops out everyday for about 10 mins. Sometimes 2-3 times a day. So during this 10 mins I used my personal hotspot once. Now every time my home internet drops out my Mac defaults to personal hotspot - and now my mobile/cell phone data is maxed out. How do I get my Mac to stop doing this? I have personal hotspot switched off on my iPhone and I have deleted it entirely from system prefs (see pics). How can it possibly see personal hotspot as an option if I have deleted it? It STILL sees it in the menu bar!

Believe it or not, Apple has designed their systems this way, the hot spot is actually "on" even when you have it turned off.

However, on your iPhone you can go into the hotspot menu and change the password. See if that prevents the undesired connection.
