Is there an App or software to manage Wi-Fi Hotspot connections ? I need to limit users time and be able to disconnect them because my ISP only allows 20 connections

Seems to me that may be a router function rather than a Mac function. Users would not be connecting to your Mac, they would connect t to the wifi router. That aside, if I was a customer needing to get online and I was using and paying for your service (buying your coffee or whatever) and you cut me off your advertised wifi, I would be a very upset customer. Get your ISP to remove their connection restriction.
