There have been a lot of problems with Podcasts Connect. In fact it's working for me but that doesn't necessarily mean it's working everywhere. I can only suggest trying again from time to time. If you can't get in after a day or so you could report it to Podcasts Support: https://itunespartner.apple.com/contact/?content_type=podcasts
