I haven't been able to get this feature to not only not work, but I've been unable to even turn the setting on. Every time I try I get the same message which is " Unable to Communicate with Apple Watch" "Make sure your Apple Watch is turned on, unlocked, and on your wrist". All of these things I've made sure of several times and it still won't turn on.

I did. I had to reset my Face ID on my phone and remove and re-add my Apple Watch. A little bit of a process but it worked.

Both are updated. In fact, the toggle on the iPhone is grayed out until you update your watch.
Still doesn’t work and my Apple Watch is connected to my iPhone. Just this toggle won’t work.
I have the same issue. Both watch and phone running the latest version. Apple support couldn’t help either.
