Are you using an Apple Watch with cellular capability? If yes, is the cellular plan of your Apple Watch still active?
If you are not using an Apple Watch with cellular capability, are you making the phone call while the companion iPhone is nearby?
Are you experiencing a similar behavior on the companion iPhone?
Also, have you had the chance to check for a carrier settings update on the companion iPhone? Go to Settings > General > About. If an update is available, you'll see a prompt to select OK or Update.
