My watch is fully charged and not in power save mode-however the time doesn't show for long and screen turns black. Can I have time on all the time or is this a feature of the watch series 3

Unfortunately, the always on displays are only on the Apple Watch Series 5 and the Apple Watch Series 6. The Apple Watch Series 3 does not have the hardware or battery life to have always on display.
