Is it possible to add a horizontal line when you are writing, for example, in Mail? How can you do it? Shortcut?

You could just press and hold the space bar to create the line length you want, and then select the sequence of spaces, and click the strike-through button in the toolbar:
Otherwise, Mail has no line drawing controls.
