I just bought a new phone and tried many times to log in my apple id and now is locked

I got my phone stolen and for more secure options I changed both my password and email of my apple id, they have been working perfect on my MacBook but now when I am trying to set up my new phone I kept getting the passoword or the email was wrong and got my apple id locked and now I cant set up my phone.

What can I do to restart the set up or how long do I have to wait to Start again? I need my phone urgently today!!
