I just bought a new iphone 11. On my last iphone (iphone 7), my parents were able to see my location. On my new phone they are not able to see it. My monitor says that they are able to see it, but when you go on their phones nothing appears.

There are two ways to do this; as individuals, and thru Family Sharing.
Both are tied to your Apple ID, and I’ll here assume you did not change that.
Here is the set-up sequence: Find friends and share your location with Find My - Apple Support
Also confirm that you are sharing your location from a device you have.
Settings > Privacy > Share My Location, and confirm your location is the iPhone you have and not the iPhone you had.

If that didn’t already happen, you’ll need to use the iCloud path to clear the old device from your Apple ID.
