Apple Watch setup from Apple 12 without cell
Does my Apple 12 require cell service in order to setup my Apple Watch?

No. You can pair and use the Apple Watch. But no matter what kind of Apple Watch it is, it will behave as if it was a GPS only Apple Watch.
But you will NOT be able to get cellular service on the Apple Watch either, as the Cellular + GPS Apple Watch shares the iPhone's phone number, and the carriers that support the Apple Watch charge a monthly fee. In the U.S. the fee is $10 per month. Here is a list of carriers that support the Apple Watch:
